Westminster to block Scottish Government’s deposit returns scheme

The Scottish Government’s flagship recycling scheme, which involves a 20p charge on single-use bottles and cans, is facing a potential setback as the UK government plans to deny a request for a trade exemption.

The exemption is necessary for the scheme to be effective, as UK-wide rules currently prevent different regulations from applying to the same product in England and Scotland.

Scotland Secretary Alister Jack has criticised the scheme, telling the House of Commons that it would adversely affect businesses and consumers. Environmental campaigners argue that the scheme is necessary for reducing litter and CO2 emissions, while business leaders claim that it will add significant costs to their products.



A spokesperson for the Scottish Government told The Guardian: “We expect a decision from the UK government as soon as possible given that this is what is needed to give industry absolute clarity.”
