Fife Council elevates Elaine Muir to executive director of finance & corporate services

Elaine Muir, currently head of finance, has been appointed as Fife Council’s executive director of the wider finance & corporate services directorate.
She will take up post in March 2026 when current director Eileen Rowand retires.
Councillor Altany Craik, spokesperson for economy and strategic planning chaired the appointment committee. He said: “I’m delighted to announce that Elaine has accepted the position of Executive Director.
“Elaine’s commitment to public service is clear. She has an in-depth knowledge of the council’s operations, an excellent track record leading the Finance Service and is trusted by staff and councillors alike.
“As we continue to focus on tackling poverty, building community wealth and addressing the climate emergency, her dedication to improvement and efficiency will serve the organisation, and the public, well.”
Ms Muir has over 30 years’ experience in local government. She started her career at Fife Council in 1991, holding a variety of positions before stepping into a post where she trained as an accountant. Once qualified Ms Muir held a number of roles, advising and supporting directorates and services across the council. In her current job as Head of Service she is responsible for the organisation’s financial management and accounting arrangements, as well as audit, risk and the pensions service.
Reacting to her appointment, Ms Muir said: “I’m honoured to be given the responsibility of chief financial officer as well as the broader challenge of leading the council’s critical support services.
“I’m looking forward to working with elected members and officers to continue the great work already underway to transform Fife’s public services and ensure they’re sustainable for the future.”
The executive director of finance & corporate services fulfils the statutory role of Section 95 Officer on behalf of the council, acting as lead professional adviser on all financial matters. The strategic post includes responsibility for:

- Human Resources
- Business & Technology Solutions
- Legal & Democratic Services
- Revenue & Commercial Services
- Assessor Services
